I would recommend being in areas on the West Side of Cleveland like West Blvd, Cudell, Old Brooklyn, Clark Fulton, Edgewater, Jefferson, and Brooklyn Centre.

My wife and I are looking at a property in unincorporated Jefferson County, Colorado that could work out for us as a house hack + STR.

Your approval would come from Jefferson County not Mt.

Unincorpoated Jefferson county (Evergreen area) allows STRs but they have very stringent licensing requirements and it typically take 2-4 months to get licensed. 

Also"Mobile Home park Investors" With Jefferson Lilly, who was also on a BP Podcast, is full of info. 

I'm also going to look into Jefferson City as they have had a lot of growth and the returns are (according to my realtor) better than COMO. 

Louis, Jefferson City, or one of the smaller towns.
