If the “unit” above (using “unit” intentionally as it doesn’t matter whether it os owner occupied, rented, vacant, used as a smoke shop, whatever) is violating the HOA rules, your path to resolution is to the HOA Board, management co, etc.

If the tenant is truly upset about the other tenant and the other tenant is acting in a way that interferes with peaceful enjoyment of the property then you as a landlord have a duty to intervene and seek some kind of resolution.

So the resolution was the people changed their DL to the property address and the Appraisal District actually did me a favor and approved the exemption outside of the window
