I got lucky because I saw if you are going to buy in a rough area that it is important to buy on the outskirts of the rough area, I did that by dumb luck as we are close to an interstate and on the fringe of the rough area.

Fairfield (stretching under the interstate) is the primary connector to the Napier neighborhood.  

The current owner has revonvated all 4 units HVAC's, a 3 year old roof, and remodeled some 3 of the 4 units.The location is 2 miles from a main interstate, blocks away from the local mall, restaurants, and several large factory employers.The property appears to be well taken care of.  

Then location is everything  Happy to connect and  help with  areas that have Oppertunity  for you but with each of the above questions answered differently I would be suggesting differently if that makes sense .I always run crime heat maps on areas I'm not to familiar with and will be going to Market Watch next week that covers both counties you are interstates which is all about data data and more data !!

Major recent infrastructure has been completed including the new VA hospital (for which reason many military retirees stay in the area), and Highway 190 (soon to become Interstate 14, a much needed highway connecting the Fort Hood/Waco area  to Huntsville/College Station) http://www.kxxv.com/story/30695293/us-highway-190-...These improvements should improve the area's opportunities to diversify and attract new business with the astonishingly low cost, underemployed and highly qualified labor pool in the area (a lot of college grad Army spouses looking for jobs).
