The "Housing for All" legislative package containing 3 ordinances affecting rental housing providers was passed by city council: Ordinance 0494-2021: Landlords cannot discriminate on housing vouchers, the rent voucher or subsidy must be included in the calculation of income.

I would go with the first person that applied and qualified/passed screening and i would dbl check local laws to ensure how you are to process applications (usually in the order received and you dont charge them for background check until you get to them) this will protect you from discrimination complaints and is what is usually recommended or legislated.
