I would think, though, that it would be more a percentage of tenant usage. ie Tenants used the property for 60% of your lease term for the rental so $15,000 * .6 = $9000 deduction.

It is preferable for the tenants to pay their own utilities because you can't control the usage and you have to pay the bill if they don't on a mastered metered property.

That usually requires the owner to apply for a zoning change.For that process, you'll need some engineering accomplished, site plan, water retention, concentration of land usage, utility plans, street plans, etc.How many acres are there?
