Is it tough to get approval for an ADU in the garage in Toronto?

I found a really nice brick building with 12 apartments, 3 commercial business units and some garages.

This is a 'nicer' mobile home, double wide, 1998, shaped / looks more like a 'house', attached garage, on a very beautiful private lot. 

A lot of young professionals like this area so furnishings should be modern and "upper-middle end", if that makes sense.

This amounts to lost opportunity because if you had purchased RE, at the closing it can start producing return. 5) ADUs detract from the existing structure whether this is privacy, a garage, or just yard space. 6) this is related to number 1, but there are many more buyers looking to purchase homes for their family than there are RE investors looking to purchase small unit count properties.

Property one is a 3 bdrm 2 bath with a garage that rents for $1,350 and property two is a 3 bdrm 1 bath, driveway parking, that rents for $950.Before I bought the houses, M.I.P., provided a proforma on each property.

Another one had a detached garage that was not on the property.
