You presented a scenario in which Property A is seemingly in a "strong" RE market/environment and given the cap rate of 4% I can only assume its a coastal port city or CBD of a major market. 4% is a crazy low cap rate.

Aside from having to drive around Beechview (which is one of the few neighborhoods in Pittsburgh actually built on a grid...which leads to arguably the steepest grade on a public road in the world), there is extremely easy access to the light rail, both Banksville and "Wesliberty", and Broadway Ave has the 'bones' to become a really interesting CBD.
