If you have ever remodeled your kitchen, built a backyard sshed, or hit a coupleof nails, you are good to go. 

@Tucker Cummings nailed it - a rock star property manager should pay for themselves by getting your unit rented quickly and for top dollar.

@Joe Splitrock nails it here when he says to stay at the top of a contractor's priority list, be easy to work with.

However, you can explain that you already have experience/know what to look for if things are going wrong, and have a vetted Pm that you already use and is capable of taking on the additional units.It sounds like you have already put some thought into what you are looking for and just need to polish that off so you can develop an elevator pitch and longer presentation to get some interest in a deal.

Better is shake looking vinyl applied in sections with many nail points.

But @Glenna Wood nailed it. 

That requires you to have the original Lease and a Lawyer to send a letter to the Director and fight tooth and nail to get them to release the unpaid Water bills from your Closing on that property in writing.

For joists you are looking for anything with dry rot, bowing/splits in them, or sistered joists (shorter joist screwed/nailed into the other for support).

You have to truly nail the acquisition numbers, and then you have to nail the "Value Add" potential.
