And that approach might apply to other aspects of the subdivision.Also, I've heard some larger developers entice cities to approve projects by donating land within the subdivision land for public parks, elementary schools, fire departments and such -- some go so far as to actually build these extras, saving the cities even more money.

If they want to build units that they offer for free or very low cost to members of their parish, then they should be raising the funds, including donations and debt, and simply paying you or another party a fee to do the construction at a fair price.

Gas milage is crap and I too considered electric until I realized that traveling long distance is unreal and not only requires regular, top off charging, but also reroutes where charging stations are available which add significantly to time traveled if charging donations available (even worse overseas).
