There are lease violations but they require that notice be given with time to cure the issue - and then the process of eviction can ensue if the violation remains.The lease is enforceable only by the owner/landlord. 

Make it official this time...don't just tell her that she cannot have pets on the premises - send her a notice of lease violation that requires a cure within 5 days (or whatever your state standard is). 

A simple sanding will not cure it.

Also wondering if habitually late payments, no contact, no attempt to cure debt or provide a resolution, denial of entry for yearly inspection, proof of abuse of bankruptcy are all grounds to file a petition for immediate possession?

Also as far as I know posting notice to cure is not banned.
