Voided Inherited Tenant Lease

So, my brother in law is closing on a house with a basement rental unit. The Tenant refused to let the appraiser in and pushed back the closing date.

Does that mean that the Tenant’s lease with the previous owner is now voided and my brother in law can legally sign them into a new one when he closes on the property?

The picture shows the terms of the previous lease.
