I'm just gonna throw the word of caution that if your DTI is truly maxed (there's a difference between appearing maxed on your tax returns, and actually being maxed), it's not the end of the world to get financials in order, pay down some debt, increase earnings and then attack the next rental. 

You need to figure out a plan on how you plan to attack one or more of those target areas.

So my plan of attack would be get one of these mortgages until I gain some equity and then refinance it to get rid of the awful PMI

My lease and the law here require tenants to respond and cooperate...It sounds like they are a problem tenant and you're attacking the OP. 

Im just not sure how you can attack something like this when you need to have a 25% down payment on top of footing the bills for the repairs.
