Where I work and at most larger banks for the first 6 months it's all about purchase price and after 6 months you can refi based on the appraised value.If you have the track record and your ARV's are right I would either go in person or call local banks or credit unions.

I am based out of California. 1st United services credit union offers heloc for 250k without any cost, but for 250k-500k I need to pay for closing cost and appraisal, costing me around $3500. 

My credit union will pay to $5k in closing costs for a purchase, which definitely helps you, because it's less cash they have to worry about coming up with.2.

Stay in the upper Union area,  Bellevue (near Rotterdam line) or around Ellis Hospital.

There is still a list of credit unions and banks I can call, but was wondering if someone could give me a few more options to move to the top of the list.  

Being a credit Union they are very conservative, but both my wife and I used them to purchase houses, which we still own today.I would not write off the VA either because even if you go over your entitlement you can still get in for a low down payment.
