You can get up to 10k PENALTY-FREE which is 10% on top of taxes.If you use a Self Directed IRA (SDIRA) you may be able to use the 9k as a down payment but I would argue this is going to be more complex, especially as a first-time investor.

300 jobs isn't a lot to bring to Memphis for a $3-4 billion dollar project (it doesn't take much to run a data center). personally I'm a musk fan, but we have to consider the ramifications to demanding this much energy.

I am not sure if anyone ever cared to pull together the data but I am quite confident in saying a study that compared licensed to unlicensed contractors would tell the story of unlicensed contractors seeking greater deposits in relation to total project costs than those with all proper licenses.
