If the foam is deteriorated you could cut away the expanding foam as best you can and get another can of it and refill the gap, then when it's dry cut away excess.

If I remember right they would scrub the walls with dry sponges, replacing frequently, until the smoke coating came off enough to prime and paint.

The key is DO NOT soak the dry wall until soft.
