I am sure if you were going to install a couple of windows they would give the homeowner a permit to do that, but it sounds like you are doing quite a bit more work.Every city and county is a little different.

ALL LVP is waterproof, it's the INSTALLATION that is water resistant.

Remove and install surround .

One flooring contractor is offering to install a 2mm mohawk Luxury Vinyl Plank that glues down. 

You can install it yourself as a first time project it’s relatively easy.  

Before it was rented I added kitchen cabinets and a counter where there was none, remodeled the bathroom (not a complete makeover, but substantial), added a dishwasher and installed flooring.  

I usually do some of the work myself such as demo and painting and installing appliances and basic wood work and trim. 9K Closing costs (includes a right of redemption bond and 1 point to lower interest rate to about 7%) with payments around $1000. 

You can usually find them at most home improvement stores, and they're fairly easy to install if you're doing it yourself.

If it is a tub or shower surround, make sure they are also installing a proper waterproofing membrane, otherwise you will be ripping it back out in 5 years.

My plumber will do an install for $150 not including the heater or parts, so installed it's about $600 for electric and a little more for gas.
