I called him and met him at the property and showed him all the issues that were huge liabilities to his father's financial health - missing railings on stairs, loose railings on the 2nd floor, a vacant unit with an unlocked front door, homeless people living in 2 of the garages, major cockroach infestation in one of the units, a hole in the wall between one unit and the laundry room, a neighbor dumping trash over the wall onto that early mentioned vacant unit's balcony.

Still leaves a pretty big bedroom.2nd unit 3 br/1bSeparate metersProbably have to replace both furnaces and water heaters but other work appears cosmetic with exception of upstairs kitchen.Has 3 garages, decent enough shape but will likely change doors down the road.Small stairs/deck that is old.

If you pour leveling cement and then try and use an angled flooring nailer, I would suspect the cement would shatter and chips would prevent the flooring from being flat on the subfloor.
