Howdy @Elizabeth HardingTo answer your question you have to consider what the goal of this strategy is.  

Buffet owns railroads, reality companies, insurance companies, Dairy Queen, Fruit of the Loom, jewelry companies, construction companies, major shares in Apple and the list goes on.

So I’d say probably Chandler, Gilbert, Mesa, Queen creek.

Elizabeth Colegrove I agree, you'd need a sizable risk pool (aka many properties) before even considering self-insurance.
