You can invest a little time and money to give it some character and have the home staged and professionally photographed, or you can overcome the existing obstacles with pricing.

Yeah, when we purchased the property the previous landlord mentioned that she was quite the character, but she paid relatively on schedule so we tried to accommodate to maintain a good working relationship but she is getting on my last nerve. 

If you don't like how they are keeping your place or bringing unsavory characters to your property, you have no control over that because the program had already paid you for the year.
