Some say the market is cooling, some say it's hotter than ever.    

This is probably not a huge problem or a emergency, what better opportunity to find a good handy man or Plummer than in a situation like this, when the emergency does arrive (and it will eventually) you know you can trust this vendor or if you need to find a new one.

I'd go with @Scott Mac's recommendation.Since you know approximately when they will arrive, you can ask the police to stake it out.

Gave them extra time to live in the space (cabinets were going to take 8-10 weeks to arrive so we let them live in the space for an extra 4 weeks while they looked for their next space.

Especially in hotter markets in big cities

Cali will always be hotter than your average area...well, at least for a while longer.

Proof that it was working upon their arrival is quite a high bar to meet. 

I wanted to have them tell me about the property and any improvements they would like to see and then hopefully arrive at a new rent that worked for everyone.

@Belliny Flores When you discuss asking price, you might ask the seller how they arrived there.It is highly unlikely that they have done a good job with comps or even know how.
