It is unwise to pay for water when you don't have control over maintenance or have a ceiling. 

I'm also hesitant because this deal is at our ceiling for budget. 

It does not have to be Discrimination to bring a lawsuit--the court decides that.If you think these renters will give you problem about this, SIMPLY CYA and inspect the other 3 units.Look for things you can fix up such as ceiling leaks and things like that while you are there.

It is 7 feet high finished basement remodeled with wide plank wood flooring, drop ceiling and gypsum boards, heated withbaseboard heaters hydronic. thanks for input. 

The basement was full - every inch of the basement was filled floor to ceiling with tires. 

Added vinyl windows, vinyl exterior trim (soffit, facia, some exterior walls, carport ceiling), new architectural roof, new cabinets and granite in kitchen, new fixtures and cabinets/tops as well as tile in baths.

All ceilings have just gotten a fresh coat of Benjamin Moore flat ceiling paint.

Is it O.K. liability wise, to have a handyman:Replace a bathroom light fixture.Replace a ceiling fan.Replace a switch.Replace an outlet.Replace a standard screw in lightbulb.Repair a loose outlet box.  

Its a brick ranch and has an unfinished basement that is the same square footage as the main floor (2,100 upstairs and 2,100 downstairs; so 1,050sqft per unit), basement is subterranean and ceiling height is only a few inches above ground level.

Only plumbing I saws while doing a walk-thru in the house was some pipes near the ceiling.
