Orlando isn't very uniform in its makeup there tends to be significant price/rent differences between neighbourhoods.

It is Chapter 28 Part 3 Section 66-28-304 of the Uniform Residential Landlord and Tenant Act.  

As to stupid, I'd say that the preceived problems are attempted to be Solved from the Top, Uniformally, to Protect Investor Deposits and it comes out on the street as STUPID. :)

I contend two things: 1) the transaction is 'out-of market', and 2) the system (state law and deed-of-trust power of sale) is uniform, effective, and efficient.
