I'm looking at some nearby markets (Sacramento, etc), but the Bay Area itself seems like it's out of my league - not just in terms of home prices, but in terms of finding a GC and getting work done in a reasonable amount of time.That said, I'm trying to decide which MLS to sign up for, and I'm having trouble getting detailed info about the differences in options.

This is a little out of my league right now, but the one thought I had was this: Why not 1031 into a poorly performing apartment complex (w/ financing), get it up to snuff, then cash out refi based on a new appraisal after it's performing well?

For instance outside of Houston, Conroe and League city are growing like crazy. 

Sophisticated value adds can have cost versus value add in different league than rehabs.
