Can I negotiate the s/s buy it and flip it to her with out going up the river?

See if you can get it under contract and lease the business out with 10-20 or even 30 years leases. the tenant operator will pay all outgoings (Triple Net Lease) and take care of the building for you. 

I'm wondering if I should let let 250 for December rent they took out go?

I guess that is my ultimate goal and the real question is whether I should shoot for the moon and start out going down that road or if I should be considering flipping, wholesaling, or other smaller projects first.

On top of this outgoing tenants do not always move out on the exact date they are supposed to.
