A high efficiency gas furnace or heat-pump in an uninsulated Victorian building (<25% efficient) is going to cost you more to operated than electric resistance heating in a well insulated and properly air-sealed building.If a landlord is not going to improve the building envelope, then they want to go with the cheapest (not necessarily most efficient) to operate heating system ... if you are going to readily loose 50%+ of your heat, you may as well make it as cheaply as you can.
