While certain minor problems such as drippy faucets are not considered crucial to habitability, toxic mold certainly is.It will depend on what caused the mold.

The college is growing like crazy, and there are solid businesses coming in over the last year (planet fitness, ALDI, Texas Roadhouse).

This is the greediest business on the planet, and I am way too good of a person to be involved in it. 

If it was a mild infestation and your electronics weren't on a wall shared with the other apartment they are probably ok but if you are worried there is a treatment called Nuvan strips which can be purchased online; these are pretty toxic and the treatment instructions must be followed carefully.

(side note) Holy cow, the people who work for the City of Nederland are the nicest people on the planet.
