I would assume minimal appreciation during the next 4 years so for an investor (like myself) I would probably only offer a number of around $600k. 

Just tried to hire one myself and they seem so afraid of housing authorities, they have minimal criteria and make no effort to screen.  

They said to me they look for indicators and then run a check if indicated.( I assume in court records).  

This is most important for anything that's a new renovation... if we find stuff on an inspection that a renovator should have caught, certainly knew about, and didn't fix correctly, it's an indicator that the entire renovation is suspect.

This indicates that buyers are taking their time to make decisions, so sellers need to be patient and persistent.

But I’d like to be cash flow positive even if minimal.

Which indicates the seller's are slightly gaining more control.

It is the sad story of being in landlord-unfriendly state.I will definitely try making the repair as minimal as possible until I can evict the tenant more efficiently.

Did they indicate which accounts or account holders would be affected? 

A tenant complaining online might indicate that the property manager handled them appropriately, so be sure to ask the manager for their side of the story.7.
