I would say each section has it's own set of criteria I don't budge on. 

@Eric Andersen definitely put weight into what @Michael Baum wrote and do your own research on the city regulation/zoning.

The landlord-tenant attorney that I work with generally recommends using those forms rather than writing my own.

That way you can make your own systems and track if someone is actually doing well. 

@Steve Babiak, unless he registered with Pennsylvania as a contractor, he would not show up on there, the company as the OP stated is from NJ where he would be registered. he should be registered in PA if he is doing work there, so i agree, he should have shown up on those sites, i am a contractor in NJ but do not do work in PA, not even my own properties, so i do not show up on those sites.

You didn't say whether you're doing this on your own, with partners, or as a syndication. 

The 2/5 year still applies no matter how long you have owned the house.

Instead, You get to use the tax for your own benefit and purchase better property/ properties.
