The best way to think about it is you're in the business of renting a property-that business isn't operational until it's ready and available for rent (aka in service).

I think buying attractive, move in ready properties and possibly making small updates to make them look more stylish is the way to go.

For new builds and some rehabs they are vented but in some conversions or apartment remodels I will opt for the ventless units.

I've seen estimates of $200 to $400 per square foot for SoCal with $700 sq ft for something higher end and building up a hill and but possibly higher for San Francisco Bay Area (lhigher labor costs, etc.).
