I am dealing with a customer who is pissed off , its a waterfront house , took over 1 year for permits ,problems with ground water and prices went up for him during that time , and the above average rainfall in Maryland has slowed things down .

They make handy storm shelters, among other uses.Basements are holes in the ground, and therefore are susceptible to flooding from rainwater from above and groundwater from underneath.

We have been painting ours with paint designed to help stop ground water from leaking in, I would think that if the wall is in decent shape you could try something like that.

One big issue is the ground water , we dug a test hole for footers and its too wet , so the engineer has to come bask and design engineered footers

It looks like it might have been an issue where the sump pump electrical breaker flipped in the panel and stopped working.I'm still unsure about where the leak was (pipe or ground water) but I'm hoping to find out soon.

Check for past ground water intrusion along the footers and wall as I find it unlikely there were pipe leaks that caused mud to form above the vapor barrier.
