Lot on Tax Rolls, Old Existing House Not

I recently came across a craigslist listing (presumably a wholesaler) with a lot and house in the city for sale. Inspection of google aerials indicate the structure does, in fact exist on the lot. The structure is about 550 SF and the lot is about 3,000 SF. The property is in a strange little neighborhood situated as two blocks between a MAJOR interstate and a railroad track. with a number of vacant lots also a number of similar old houses.

I checked the tax records, and the county records do not indicate there are improvements on the land (i.e. a house). How could this be? The house is certainly around 50 to 60 years old.

In running possibilities through my mind, I wondered if it could be possible that the structure is condemned and that being the reason why it is not listed as an improvement.
