Plumbing fixtures, light fixtures, flooring, cabinetry - everything you are using for the project should be found on these design boards.

For my rehabs, I pull owner builder permits where needed even for work done by licensed contractors.My jurisdiction does not require permits for cabinets, counters, or flooring replacement.  

. :) A zoning change can take up to 6 months, approval isn't guaranteed (despite Aldermanic support), and potentially cost a lot of money (architectural site / floor plans & dimensioned elevations, zoning attorney, holding costs, etc.) 

-If its a large house that has a dedicated laundry room on the first floor, throw in stackable  laundry units on the bedroom floor.

You mean the water was so heavy that it cracked the floor joists and the entire floor and basement ceiling fell in?

What is the flooring material?

The floors are some vinyl crap, as opposed to oak.
