If there's a language barrier and hearing barrier, plus the "old and I don't give a damn" barrier, a social worker or family member in the home are usually the only people that can resolve such issues without an excess of emotion.

The honest thing would be to move utilities immediately but the seller refused us a walk through (he just said I can walk out of the deal if I want but he has no time for a walkthrough) and I figure why - excessive humidity in the basement which he cleaned up quite well at the original showings.

Also perhaps consider increasing the rent slightly to cover for any contingencies and agree to return the excess upon compliance with lease and vacant possession as long as it is all state compliant.
