I suggest you go read some book on RE, maybe get a local re licences.

I always post placards on the roll off in english and spanish that basically say they are being recorded and we will turn their face and licence plate number into the police department.  

I would expect you need to be hold a licence or some form of formal registration/designation to package and sell off  notes as a business.  

I got my Real Estate licence, we jumped in and bought at several homes at what could not have been a better time in Vegas.

Also when you say get a license that just a real estate agent licence- not a broker license right?
