The rents are below market, the current owner does not charge any rent for outside parking spaces, the parking garage rents are below market rate, there is a beautiful unit being used as an office that could command $900/month, storage fees are not implemented, water is being paid by owner, etc.

As others have already posted, make some changes in any future leases...in fact, I saw some suggestions I'm going to implement in my own lease.It's one thing to be nice and easy to work with, but it another to be taken advantage of with your own property.

Depending on that, I might consider a couple of options. 1) bring the rent to market but suggest to the tenant that you would consider rolling back after the outcome of the Prop 10 vote. 2) Just do the 5% if you think that although the City of Oakland will have the power to implement vacancy control, they may take time to decide how to change any existing rent control system in place.Bear in mind, I am just thinking out loud...I do not know Oakland but also am thinking there may be opportunities for buyers being created because of this Prop 10 uncertainty.

I plan to implement the ‘house hacking’ strategy as soon as I am able to make a down payment on a house and go from there as this seems like the best strategy in my case - unsure if this would work in SA (have not researched it yet).
