If your taxing authority is liek many/most across America your taxes should have gone up quite a bit if you bought the property from a home owner as the property is no longer taxed at the homeowner rate.

Again, if your neighbor carried a private note, and they want to sell it to you, ok, i can see that scenario as possible but, you are not going to be calling Bank of America up and offering to purchase their notes at a discount.

No, not at all. 10% of the work force are lawyers, we have the 2nd largest tech work force in the country. 2/3 of the population have bachelors degreees, 1/3 have graduate degrees.  12 of the 25 richest counties in America by income are in the DC area.
