In FL the standard contract has a spot/clause for that, where you can outline the terms, downpayment etc.

It will outline not only the rate, but all costs including underwriting, credit report, origination fee, points, appraisal, etc.  

Refer to the bylaws, there should be a remedy and due process for enforcement outlined within them.
