On a practical level you can just set up an ___ hour window, bring applications with you, offer the ability to fill it out beforehand, bring a laptop and wi-fi hotspot if it's an online application, and then just "camp out".

When I log in from a desktop or laptop computer, it seems to work ok on Google Chrome.

They have those pop up totes that you set on another tarp so when you end up you close the tote and double wrap it with the tarp and duct tape,,,pull up all the corners and sides and wrap round and round.Take a potatoe fork and remove it keeping as large of piees as possible.
