The process for getting it properly inspected may require some breaking into drywall to access electrical or plumbing but in my opinion that should not be a huge deal provided its not overly extensive

If you hire a licensed contractor the City may be open to approving the pending items via over the counter with simple schematic drawings from a well qualified contractor with extensive experience (with the exception of the energy consultant).
