I know of one facility in Kentucky I believe that a friend of mine has been to that is used to train certain branches of armed forces and civilians are even allowed on there in a limited aspect.

If the unit had indeed become inhabitable for two months, then there may be a basis for compensation of loss of use, but I would be surprised if that were the case.
