Its not catastrophic  like I have seen in other areas  IE a house not maintain for a year or so can be out of plumb by 4 to 8 inches and require extensive work..

I think you may be underestimating the Flood Insurance costs as those rates continue to climb.Lastly, the southern Outer Banks is a unique place with crazy locals, long winters, weather catastrophes, frequent flooding and  challenging logistics.
