I suspect a part of it may be pragmatism - evicting a tenant in a large complex often means they end up couch surfing at another tenant's place in the same property - banning felons just means you end up renting to single women who magically find "Mr Right" (a felon) as a boyfriend the day after she moves in, etc.If your PM is already tough-as-nails & takes no prisoners, evicting someone with a history isn't really much different than evicting a first-timer and in a large complex, knowing *who* is in your units is a never-ending battle anyway.

I am thinking since there are 3 women and sometimes boyfriends they are just using up too much water, but then she says the washer and dryer aren't working well either.I am thinking she is a spoiled brat and just wants new appliances.A friend of hers came by and said the house was only getting 120 into the house instead of 240.Called my electrician and he said yes that was possible.

This is especially true in Vegas with a common saying in bizz going "It's not what you know, but who you know [or for women something that rhymes with 'know';-] I became good friends with one guy at UNLV who was also the Beverage Manager at the Frontier Hotel Casino back when Howard Hughes owned [mid 70s] and this same friend put me into the MGM Grand as center station main casino bartender after my 'union ticket to ride;-].
