Depending on how old and what type, you may be able to scrub/buff the stain out.  

If it has been scrubbed down there is no way any chemicals can be on it that they did not put there, it simply is not possible.

Start with scrubbing everything down, cabinets, walls, carpet, everything. 

We scrubbed the blinds and the substance comes off a little, but not completely.

Tenants splatter grease all over, and if you have tile behind the stove, it just wipes right off and you don't have to scrub and repaint.
