You're flipping the property to rental quality, creating a SOW, hiring contractors, or swinging hammers DIY to get it done.

As a screening tool, I ask for proof of funds before we bother a tenant and show the property. 

IMO - focus on improving your cash flow, lowering your vacancy, limiting bad debt, and screening for high quality tenants.
