At a minimum, I would reach out to the city council/village board and share your concerns.

Water & sewer separately billed by village (tenants pay).

This is a good practice in underwriting, and Cicero is not a bad market to do a BRRR in as long as you know how to do the village inspection part of things. 

I really like the areas directly under German Village.

Do I take the higher road since I already ordered and have the RMR 141 and 86 what ever to clean the mold and offer to take care of his side as well or do I pull the dick move and start reporting him to the association about the mold that it’s unsafe and he needs to fix that ASAP and report to village pretty sure I can do that as well but obviously after my remodel.
