You ought to know exactly what kinds of properties you're trying to buy, your lists need to be targeted to those specific owners, your message needs to be reasonably compelling, you should have a very clear picture of who your recipients are and why you're going after those particular people in the first place (do they live out of state?

Here is an idea Amy....Unless it is really a Section 8 limited market (like most rentals in the area are voucher recipients and all the responses to ads would be Section 8), you might tell  the housing agency  and the tenant that you will not be participating in the program with this property (unless that was the strategy and plan) and give one month notice if month to month or prepare to wind up when the lease  ends or asap if possible.

I know that this law prevents us from saying things like "no construction workers" or "no SSI recipients".If you want a travelling nurse maybe its worth reaching out to the companies that house them.
