I never was able to coordinate a consistent quarterly meeting for planning, I never knew who to contact because they have multiple levels of their workers and people were constantly moving in and out of the organization.  

There is an incredible amount of points to consider when weighing the options on something like this and honestly, I don't recommend it to very many people at all ....even seasoned tradesmen and investors.

People have already moving to the Surprise/303 area in recent years.

They should know more than the people at a big box store and be able to recommend a good one.

People that get destroyed are ones that are enticed by the low interest rate and assume they can refi after the second year. 

My experience has been that although I outline the requirements for tenancy in my properties, both brokers and PMs still send people who would qualify for most property owners but do not meet my outlined criteria; and then are SHOCKED when I reject them.  

There are auctions, city grants, and financing programs designed to help people revitalize neighborhoods.
