It's not surprising.Sounds like you got a rookie with the first approval and then the supervisor more seasoned got involved.Sometimes you get lucky on deals and get newbie AM's and can get stuff pushed through with low offers.Other times you get the hard ones who want to make a name for themselves.Sometimes in the commercial world I get lucky and the file gets transferred to a different office or state and the new person helps get the deal done.It's all just luck sometimes on who you get.

My backup strategy was giving the applicant an Employment Verification form with a line for a manager name and signature, and asking them to go have their manager/supervisor fill it out and sign it.
