In addition to these potentially favorable factors, the state of California has improved J/ADU legislation to promote their development including allowing ADUs and JADUs to be built concurrently with a single-family dwelling, opening areas where ADUs can be created to include all zoning districts that allow single-family and multifamily uses, modifying fees from utilities such as special districts and water corporation and limited exemptions or reductions in impact fees.

While I very respectfully disagree with @John Clark that Illinois itself is, as of today, anti-landlord -- it may trend that way (if some current state legislators have their way) and Chicago and Cook County currently are not particularly hospitable to landlords.

If you want something with no risk or low risk buy a savings bond or open a money market account and sell the house to someone who can actually live in it. there is going to have to be major national legislation passed to stop this kind of nonsense.
