Originally my research lead me to believe prior to purchasing that I was responsible for past utilities and any liens on the property, but not the mortgage.

Right now, a reasonable estimate is a low double-digits interest rate (say 11%-14% for example) with a few origination points (say 2%-3% for example).

There is a clear as day sale clause in the original lease signed by the 1 bedroom unit that the tenant is living in in question. 

Today you might save 7% annually plus 1%+ on day 1 with origination and if there’s any chance to get even a 1/4th point lower rate with 25% down you’d be getting another 3/4’s of a % on your down payment.
